Most people have found the recent statement made by the Delhi's chief minister Mrs.
Shiela Dixit regarding Ruchika murder case of Dhaula kuan as 'shocking' or 'uncalled
for'. She has asked about what was job of the
people of the
'civilized society' who were present at the spot, as not even a single person has come
out..what has the civil society done in this regard...to close his eyes and say that
I have not seen anything...I have nothing to do with it....so on and so forth.
Well, I do not find her statement 'shocking' or 'uncalled for' even if all of the media
is using the word 'outrageous' too in addition to those two terms. In any civilized
society if this kind of apathetic attitude is shown by the people, such statements
are bound to come; these should and these must come. I agree with her completely.
But what shocks me is the second part which was not there. The part which was
not there, how could it shock me?
As we all know what does it mean in India
to be involved with police or a court case in any way. It may be termed as
'harassment to the death' if I am not being a bit exaggerating. First, Indian
judicial system has been like that. This is a long term reform procedure and we
discuss it in another forum. But the easiest part and the most neglected part
has been 'the police reforms'. If not possible to completely reform it at
once, the least that can be done in this particular regard is to seek the safety
of the eye-witnesses from not just the accused elements, but also the Delhi police
itself! People in general have this fear of being 'impicated' as they come out to
help the police force. The police reputation has been like this. Even if not
implicated, they would be harassed to the hilt; being called to the police station
'n' number of times, made to sit for hours and worse; to feel as the 'criminal'
themselves.
So the minimum the honorable chief minister should have done is
to add a second part to her statement. That second part should have been a
passionate appeal. An appeal to come forward. An appeal to feel 'assured'
and 'safe'. She along with the police commissioner should have issued a joint
statement in this regard that they would personally superwise this particular
case and see to it that every investigation from the eye-witnesses will be
conducted in a friendly and comfortable way over a cup of coffee (I know I am
being overzealous and speaking in contrary to the mindsets of the forces).
The authorities concerned may ridicule my demand by saying that how can so much
time and attention be devoted to one particular case when the murders of late have
become a daily phenomenon. I have a reply to this as well.
This particular case has attracted the attention of all the media, has been a cause
of great protests by the student community and thus publicized as much as it can
and certainly going to be a 'high profile case'. The result or non-result of this,
the quickness or 'laid back approach' shown in this case, the punishment or
non-punishment in this particular case is going to be a big 'deterrant' or
'non-deterrant' for the future criminals. If handled professionally, this can
prevent tens of other such cases from happenning; in a way saving the authorities'
precious time. So I appeal to the authorities as well, to devote even 'undue' time to
this case so as to save their future time, even if they are not interested in
saving a few 'more-precious-than-time' human lives! Let not Ruchika become another
Aarushi. Let us set a different example
I forward a reply on behalf of the members of the 'civilized society' those were
present at the spot. I think they certainly have a 'job' to do; the job that earns
them the money to
support themselves and their family. Being involved in a 'criminal case' even if
as an eye-witness is certainly not good for their primary 'job' of earning.
This 'secondary job' of being a 'good samaritan' can certainly wait if the more
important one is in danger. You just cannot blame the ordinary citizens in these
difficult times to turn a bit pathetic. Instead, all you can and you must do is to help
him/her do his/her 'secondary job' while keeping secure the 'primary one'. Consider
a scenario in which the government machinery as a whole including the police
is honest about their job. In that case, the eye-witnesses if they do not
come out are to be blamed and criticised for being outrightly selfish and more.
But only in 'that case' and certainly not in today's India. In this
particular case, the four girls of a particular college who were present at the spot
and can be the prime eye-witnesses are not at all to be blamed even if they go
underground for a while. Firstly, the 'enemy' is still out there with his gun.
Secondly, the pathetic attitude of the police towards their security and the
third and most important is the timing. This is exam time and who would like
to waste a year like this? Not only an year but maybe the whole carrier by
scoring low in today's competitive world.
So the honorable chief minister has failed to issue the second and the 'useful'
part of her statement and this shocks me. But let me do my duty. If any of
the eye-witness or any of their acquaintance come to read this page, I appeal
those persons to be a bit brave and come forward. This case is now being closely
watched by all the media and on behalf of all the media I promise them to
be extra helpful and give them all the coverage thereby assuring them that
nobody in the police harasses them. Their day to day experience
with the Delhi police will be shown to the world on TV channels and written here.
Their statements about the treatment given to them by the Delhi police shall be
videographed and shown on 'Newsjyoti', if they desire. Their word will be taken
and in this way they shall be the 'eye-witness' to the intentions
of the Delhi police and the Delhi government as such, if both of them
are serious about changing their image.
